These cones are a hemp-based cyclone. There is no tobacco in them. They are exempt from state tobacco taxes. Each package contains two pre-rolled scented cone and a packing poker. There is a little "filter" to stop your smoke from falling out of the end. Each one is individually sealed for freshness. We LOVE these cones.
